From "These Shoes are Made for Talking: Every Pair Tells a Story"

Dorothy's home falls on the Wicked Witch of the East. Glenda the Good Witch of the North magically puts the dead woman's ruby slippers on Doroty's feet to protect her from the witch's vengeful sister, the Wicked Witch of the West. Judy Garland wore these for the film "The Wizard of Oz."  It is speculated that at least six or seven pars of the final design were made. Often called "The People's Shoes" they are available for public viewing at the Smithsonian Institution in Washington, D.C.
